Last checked: 1 October 2026. PM Viksit Bharat Rozgar Yojana (PM-VBRY) is an employment-linked incentive scheme implemented by the Ministry of Labour & Employment through EPFO. It provides conditional incentives to eligible first-time formal employees and employers that create additional jobs. The scheme applies to eligible jobs created from 1 August 2025 to 31 July 2027.

At a glance

  • Eligible first-time EPF employees may receive up to ₹15,000 in two instalments.
  • Eligible EPFO-compliant employers may receive up to ₹3,000 per additional employee per month, based on EPF wage slab.
  • Both benefits have eligibility and sustained-employment conditions. They are not automatic for every new job or every employee.

What is PM-VBRY?

PM-VBRY is the name given to the Employment Linked Incentive (ELI) Scheme. Its purpose is to encourage formal employment, social-security coverage and job creation across sectors, with special focus on manufacturing. The Government announced a scheme outlay of ₹99,446 crore and a target of more than 3.5 crore jobs over the two-year period.

Part A: incentive for eligible first-time employees

An employee may qualify for the first-timer benefit when all relevant scheme conditions are met:

  • The employee joins an establishment between 1 August 2025 and 31 July 2027.
  • The employee was not a contributing EPF member through EPFO or an exempted trust before 1 August 2025.
  • The first EPF contribution is received for wage month August 2025 or later.
  • Monthly salary is up to ₹1,00,000, as defined under the scheme and employment terms.
  • The employee completes at least six months of continuous service in the same establishment for the first instalment.

The benefit is equivalent to one month of EPF wage, capped at ₹15,000, and is paid in two parts. The first instalment follows six months of service. The second follows 12 months of service and completion of the scheme’s financial-literacy programme. A portion of the second instalment is placed in a savings instrument or deposit for a fixed period. Employee payments are made by direct benefit transfer to an Aadhaar-seeded bank account.

Part B: incentive for employers creating additional jobs

The employer incentive is intended for EPFO-registered, compliant establishments that raise employment above the scheme baseline and sustain the additional employment. Employers must maintain regular monthly Electronic Challan-cum-Returns (ECR) and EPF contributions. Minimum additional hiring is:

  • Baseline below 50 employees: at least 2 additional employees.
  • Baseline of 50 or more employees: at least 5 additional employees.

The added employment must be sustained for at least six months. Eligible additional employees must meet scheme conditions, including the applicable wage limit of ₹1 lakh per month. The incentive amount depends on the employee’s EPF wage:

  • EPF wage up to ₹10,000: up to ₹1,000 per month (proportionate where applicable).
  • More than ₹10,000 up to ₹20,000: ₹2,000 per month.
  • More than ₹20,000 up to ₹1,00,000: ₹3,000 per month.

For eligible establishments in all sectors, employer incentives run for two years. Eligible manufacturing establishments can receive incentives for a further two years. Payments are credited to the establishment’s PAN-linked bank account after the prescribed employment and contribution milestones.

How employees can check and claim the benefit

  1. Ask your employer to confirm that your joining, salary and EPF contribution records are correct.
  2. Generate or activate your UAN. The Ministry says first-timers must generate a UAN using Face Authentication Technology in the UMANG app.
  3. Keep your Aadhaar-seeded bank account active and ensure your EPF records match your identity details.
  4. Complete six months of continuous service for the first instalment; complete 12 months and the required financial-literacy programme for the second.
  5. Use only the official PM-VBRY/EPFO instructions to check status and complete any required steps.

How employers can register

  1. Confirm the establishment has an EPFO code and is meeting its EPF filing and contribution obligations.
  2. Review the scheme baseline and confirm that proposed hiring meets the minimum net additional-employment threshold.
  3. Complete one-time registration through the official employer portal.
  4. Hire workers who meet the scheme conditions, file monthly ECRs and sustain the additional employment.
  5. Track payments, returns and employee records through the employer’s official EPFO account.

Recruitment agencies and referral partners do not receive this employer incentive simply for placing a candidate. The establishment that employs the worker must meet the scheme’s registration, baseline, wage, contribution and retention requirements.

Important checks before relying on the benefit

  • “Up to” is not a guaranteed amount. Eligibility, EPF wage, contributions, service duration and other scheme rules determine the final benefit.
  • A new hire alone does not qualify an employer; the required increase over baseline and sustained employment matter.
  • Verify current instructions and your status through the official portal or your employer’s EPFO records.
  • Do not share your password, OTP, UAN login details or banking credentials with an unverified person or website. Be cautious of anyone promising guaranteed approval or asking for payment to release a benefit.
